breaking out the consequences would be such as I do not care to contemplate. Moreover we have to house some hundreds of

old prisoners in very unsuitable buildings at Lai Chi Kok quarantine sheds. I called attention to the urgent necessity of a new prison very shortly after my arrival here but there were great difficulties first in finding a suitable site and then in agreeing on the plans.

We have an excellent aite at the North end of the

Kai Tack Reclamation and piling for the foundations is well advanced. The work should be pushed on as rapidly as

possible and think should be regarded as a loan work. It is possible that we may be able to sell part of the site of the existing gaol. If so, we should get a large price for it owing to its central position. The estimate given is far more than is necessary for our immediate purpose as it includes provision for a distant future. The plans are framed in a manner which will permit of expansion and of using prison labour to level additional land as required. I consider that $3,000,000 is the most that should be

expended with the next five years and that sum should

include the cost of the Police Training School for which the adjoining site is very suitable. The existing school is in a very bad position and the change will much improve the efficiency and discipline of the Force.

(131). District Sanitary Office, Shamshuipo. Necessary owing to the rapid expansion of the district.

(132). New Lunatic Asylum. This is very desirable and will soon become essential. The present institution can hardly be regarded as an Asylum. As a rule lunatics, who

are practically all Chinese, are passed on as soon as

possible to the John Kerr Hospital at Canton, with whom we

have an agreement on the subject but with the increasing

population
